The Functions of the Labour Section
Schedule:
Working days: Monday to Friday. (Except Holidays declared by the Embassy in advance and the days will be published at the conspicuous place in the main entrance)

Labor Section of the Sri Lanka Embassy in Lebanon plays a vital role in safeguarding the rights of Sri Lankan employed in Lebanon and provide myriad services including addressing migrant worker grievances.
The Functions of the Labour Section are primarily:
- Registration & Renewals (SLBFE registration) of SL Migrant Workers
- Registration and Annual renewals of the company/Recruitments Agency
- Authentication of Job Orders (Company/ Recruitment agencies)
- Authentication of Employment Contracts (Direct & Agency)
- Regulate operations of licensed employment agencies in Lebanon.
- Handling of grievances / complaints of Migrants Workers
- Extending welfare assistance to Sri Lankan Migrant Workers.
- Blacklisting errant recruitment Agencies/ Employers/ Sponsors/ workers.
- Settlement of disputes arising out of non-payment of wages.
- Looking into issues related to physical and sexual harassment.
- Holding inquiries into complaints on breach of employment contracts.
- Liaising with host government authorities and visiting host country institutions such as Police, Ministry of Labour, and General Directorate of General Security, Prisons and Air Port Authorities.
- Attending to inquiries held at Ministry of Labour, General Directorate of General Security and attending to Court sessions.(If there any cases)
- Providing counseling services.
- Attending to workers who are ill and also assisting them in the event of repatriation.
- Visiting work sites where Sri Lankans are working.
- Participating and organizing religious and other festival activities for workers.
- Promote employment opportunities for Sri Lankans.
- Repatriation of Migrant workers to Sri Lanka
Direct employment contracts
Employers/ Sponsors who wish to employ a Migrant Domestic or Non-Domestic Worker (Male, Female) on a direct employment contract have to make an application to the Ministry of Labour in order to obtain the Pre-approval and the same shall be forwarded to the General Directorate of General Security to get the Entry Visa.
Documents to be produced at the Mission by the Employer/ Sponsor:
- Employment Contract with 2 Copies - To be filled at the Mission
- Employer’s / Sponsor’s profile with 2 copies - To be filled at the Mission
- Commitment Letter with 2 copies - To be filled at the Mission
- Colour passport copy of the employee/ Prospective Worker
- Full size color photo of the employee/ Prospective Worker
- Original, a Copy of Identity Card or Passport of the Sponsor/ Employer.
- Pre-approval document from the Ministry of Labour
- A copy of Employee/ Prospective Worker visa.
- Employer’s/ Sponsor’s financial status (i.e. Bank statements of last three months)
- Promissory Note in English and Arabic is obtained by Notary Public (A copy is addresses to the Embassy/ another copy was address to the General Security of Lebanon) N.B- certifying the minimum salary (i.e. 300 USD – vary according to the regulations imposed by Sri Lankan Government from time to time) with compulsory health insurance, contractual period (2 years), Foods, accommodation and Air Tickets
- A Copy of Family Civil Records of the Employer/Sponsor
- Copy of housing bank deposit certificate with English translation
- The request letter of the employee/ Prospective worker
- Letter from a Sri Lankan introducer who is living in Lebanon and her/his residence card’s copy or passport copy
In addition to that, should submit for recruit Sri Lankan employees (Non-Domestic recruitment only) to the Companies, Industrial, Factories, S.A.R.L & etc… .

- Copy of Commercial Circular
SLBFE Cash Receipts
60 USD charged from the Sponsor/ Employer for a contract charge. (Vary according to the regulations imposed by Sri Lankan Government and Sri Lanka Bureau of Foreign Employment from time to time)
Please note a deposit of 1500 USD is charged from the Sponsor/ Employer and it will be Non-refunded at the completion of contract. (The Male workers are not applicable)
**N.B: Whole Arabic documents are should be translate in to English by a Sworn Translator.
A simplified note on the procedure after finalizing the needed documents:
The Original of the contract document is given to the Employer/ Sponsor and this document to be sent to prospective worker Sri Lanka in a safety manner and the same shall be carried to the Sri Lanka Bureau of Foreign Employment for further actions.
The Prospective worker has to undergo a compulsory training course conducted by the SLBFE (Sri Lanka Bureau of Foreign Employment), after which a certificate is awarded to successful employees.
The Worker has also to undergo medical checkup by a Doctor/ Clinic approved by the SLBFE (As per the requirement)
However, the training program is not essential for those workers have had previous experience working in abroad and have proof of such employment.
Sri Lankan workers who are seeking of overseas employment have to make a registration with the SLBFE. This registration is compulsory and the workers are entitled to obtain benefits that are laid down by SLBFE from time to time.
Agency employment contracts
- Employment Contract with 3 Copies - (download – Annex I)
- Employer’s / Sponsor’s profile with 2 copies - (download – Annex II)
- Commitment Letter with 2 copies – (download – Annex III)

- Colour passport copy of the employee/ Prospective Worker
- A Copy of Identity Card or Passport of the Sponsor/ Employer.

Registration of Recruitment Agency/ company
A licensed employment agency in Lebanon who wishes to recruit workers from Sri Lanka has to initially register themselves with the Mission. The documents required for registration are:
- Copy of the application form to register new recruitment agencies. (download – Annex IV)
- Duly certified copy of license to operate an Employment agency issued by the Ministry of Labour. (Authorization from Ministry of Labour)
**(N.B. documents are must be attested by the Notary, Ministry of Justices & Ministry of Foreign Affairs) - The certification from Commercial Register Department.

** (N.B. documents are must be attested by the Notary, Ministry of Justices & Ministry of Foreign Affairs) - Copy of ID card or Passport of Chief Signatory- Partner/ Licensee of the Company.
- Specimen to recognize the signature of the authorized person.
- Common seal/ authorized stamp of the Agency.
- Google map to reach the Agency.
- Power of attorney given by the Licensee to his representative/ agent.
- Copy of ID card of Authorized Representative.
The registration fee for new registration of recruitment agency is 42 USD. (Vary according to the regulations imposed by Sri Lankan Government and Sri Lanka Bureau of Foreign Employment from time to time)

Annual renewals of registration of Agency/ company
The registered agencies with the Mission, will have to renew annually their registration. The documents required for renewed registration are:
- Form of renewal of Agency Registration (download – Annex V)
The annual renewal fee for Agency/Company registration is 42 USD (Vary according to the regulations imposed by Sri Lankan Government and Sri Lanka Bureau of Foreign Employment from time to time)
Authentication of Job Order
The Foreign Employment Agency is required to sign job order with a Sri Lankan Licensed Employment Agency, which would enable them to recruit workers from Sri Lanka to Lebanon.
Documents to be produced at the Mission by the Foreign Agency:
Two sets of following documents required to be submitted
- Demand Letter / Job Order (download – Annex VI)
- Service agreement (download – Annex VII)
- Special Power of Attorney (download – Annex VIII)

The registration fee for Job Order is 180 USD (Vary according to the regulations imposed by Sri Lankan Government and Sri Lanka Bureau of Foreign Employment from time to time)
